Can Arunachal afford to ban or regulate child labour ?

Ojing Tayeng

ITANAGAR, Jan 25:  There are certain Acts and policies to redress various grievances of the people. There are also various type of celebration in state and national level to recount the achievement of our country. But these Acts and celebrations create little impact or no impact in ground level.

Likewise, World Day Against Child Labour is observed every year in June 12, but one wonders, why a good numbers of children still continue to works on the streets, roads and homes and even under the organization like  Border Road Organization in various corners of the state. Today everyone will find a child working in road sides and  building construction works.  No doubt, the trend of engaging child as helpers particularly in residence is a common practice in our society.

If it is not checked, such trend would force a section of poor children to live in vicious circle of poverty forever.

Besides this the rising street beggars in various district headquarters and state capital is a bane for the state.

Though maximum numbers of people of Arunachal Pradesh are living below poverty line, there is no any single beggar from any tribal communities.

The government and public should not take it easy. Such growing number of outside beggars and daily wage earners should be properly checked by concerned district authorities.

There are many Act and Regulations to protect the rights of child and eliminate poverty in our country. The rights of a child can be protected well  with proper implementation of certain Acts like Child Labour (Prohibition and Regulation) Act and Right to Education Act, besides these, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) would also directly or indirectly benefits the children.  Only God knows whether these Acts are properly implemented in our state or not?

As of today, poverty in tribal society, particularly in remote areas are the main cause of child labour. The parents engage their children as labour due to extreme poverty. The children are forced to work in adverse situation instead of sending them to school for their bright future.

As a layman, I think if the government implements the above three Acts properly,  it can make Arunachal Pradesh as a model state without a single child labour and a beggar.

Hope, the state government would think seriously about the well-being of the children. Mere verbal declaration of policies and implementation of Acts on papers will not serve the purpose.

Further, unless thinly populated state like Arunachal solves the child labour, and unemployment problems, it will be  fruitless on the part of Govt to dream about “a developed Arunachal”.

As per the record available, “India tops the list with the highest number of child labourer in the world. The 2001 national census of India estimated the total number of child labour at 12.6 million.

However, according to informal labour force statistics, the problem seems to be more severe than reflected. Child labour is estimated to be as large as 60 million in India, as many children are "hidden workers" working in homes or unorganized sectors”.

Tawang losing its democratic roots !

Dear Editor,

The construction of mega hydro power projects in Tawang district against public interest causes grave concern.

Tawang is located on high risk zone with comparative young mountains as part of its landscape makes it more vulnerable to natural disaster like landslide, earthquake etc.

About 70 per cent of total narrow landscape of Tawang district is covered with steep high mountains and two big river making it unsuitable for cultivation.

Most of inhabitants of Tawang district are illiterate. Taking advantage of their amenable nature, short sighted state Govt., Tawang officials and private power developers have already undertaken construction of multi-purpose power projects with total capacity of 3500MW at the rivers and their tributaries for their own interests. In the region with high risk of earthquake, under-going power projects will certainly annihilate the ecology of Tawang. This will also affect and create ecological havoc to the neighbouring country like Bhutan,  and state of Assam and its millions of population as well.

Therefore, in order to prevent the impending disasters the Society for Development of Culture and Education (SDCE) deputed two eminent Geshe scholars to create awareness with permission from District Administration. Suddenly, they were summoned to DC office on November 22, 2011 and were forced to sign a bond valid up to three year saying that for three years they are restricted to make statements which will disturb peace and harmony of Tawang.

It seems that the basic human rights and particularly, freedom of speech and expression are denied in Tawang. We need to restore the basic democratic principles like justice, liberty, equality, and fraternity in Tawang district in particular. It is not known whether the District Administration has taken the above action on his own wisdom or these actions were being taken at the behest of political leaders. It is only in China where there is censorship in everything.  It will be very sad thing if Tawang goes the Chinese way. When the whole world is moving towards the democratic system, Tawang seems to be moving backwards and losing its democratic roots.

We demand the extensive inclusion of general public in much freer, more transparent and democratic debates or discussions. And people’s views, opinions and grievances should be given their due respect and a fair hearing. We need proper guidance and suggestion to stop the construction of dams in the fragile mountainous region like Tawang in Arunachal Pradesh.

Yours,

Nima Sange,

Secretary,

Society for Development of Culture and Education

Tourism for socio economic development

Dear Editor,

Arunachal may not have heritage building, place, forts, lakes. But there is no reason why Arunachal should not celebrate National Tourism Day. Travel and tourism are said to be one of the fastest growing sector of the global economy and hotel business the second largest foreign exchange earner. Arunachal may not be  lucky to have that potential.  At the moment foreign exchange earning may not be imminent requirement. Arunachal is in the nascent stage. So, first and immediate requirement is the exposure to outside world and show the world  -- ‘we are there, we exist,’ we are very much alive’.

Arunachal is a mini world itself. It is a home to different ethnic group with diverse culture and religion glued together to one entity by sheer unity. On any national festival like Republic Day or Independence Day or whether it is Statehood Day when all the tribes stand together, dance together in the respective colour costume, it is amazing. For Arunachal, every village, every river, every festival is  related to tourist interest. The remoteness of Arunachal itself is a reason for tourist interest.

The aim and interest of tourist vary from tourist to tourist.  For some tourists tourism means pasttime and enjoyment. For some tourists it may be a historical tour- wanting to know what and how may race or tribe live here and where they originate from.  Some may be nature lover and may be interested in scenery and animal, some may have business interest, some may have religious purpose and some may be travelling looking for water sports.

Tourism will not bloom in Arunachal of access to the state is not made easy. Land route, water route and air routes have to be available any time. Official formalities have to be simplified and prompt. Tour operator, travel agents, tourist transport operator have to be recognized. Just like trade license and industrial license issue them Tour Operator license, Travel Agent License, Tourist Transport Operator License and train them. Wherever necessary make available financial help to them.

Tourism can be adventure tourism, rural tourism, educational tourism, sports tourism, historical tourism, business tourism. Tourism generates employment opportunity and economic development. For promotion of tourism seminar, workshop, essay competition, photo competition can be useful.

But, if the present trend of bandh call by many organizations continue it we will be mockery of promotion of tourism and we will be doing injustice to tourism sector and we will be losing chances of employment and socio-economics development and the tourist will remember Arunachal only for wrong reasons.

Yours,

Dedo Ete

F- Sector, Itanagar.

Woes of DRDA staff

Dear Editor,

The DRDA staff in East Kameng have not been getting salary for more than five months. It is learnt that the DRDA staff have been deprived of their salary for more than nine months in other districts.

It is worth mentioning here that we are sincerity performing our duty though we are deprived of our salary. Now one can easily understand how difficult to perform our duties sans salary.

The non-payment of salary adversely affects the day to day life. It has affected the academic career of our children as they depend on us. We are unable to pay school fee. Many a times school authorities sent notice to us. Even they warn to send back our children for non-payment of dues.

We have approached banks for credit facility several times but bank authorities are reluctant to provide financial assistance simply saying that DRDA is non-performing dept.

The funniest part of our life is that even the shopkeepers do not want to give us grocery items  as they are aware of  the fact that  our salary is kept pending for months. Everywhere we are facing discrimination.

We humbly request the state govt. to look into the matter seriously and solve our problem  at the earliest. If state govt. does not take interest to solve our problem we have no other option, but to launch democratic movement which, actually we do not want.

Yours,

Maya Pinda, Yasung Rangmo, Medung Pordung

DRDA staff, Seppa

Guidelines on sustainability reporting

According to new guidance published by the Global Reporting Initiative (GRI), the event organisers can now report on sustainability issues like impacts on communities, natural environments, and local and global economies.

The sustainability reporting guidance, tailored for the events sector, aims to make reporting more relevant for event organisers by defining how  to provide qualitative and quantitative information on sustainability issues.

In addition to more widely applicable issues such as greenhouse gas emissions and waste, the guidance helps event organizers report on more specific issues including attendee travel, legacy of the event, and initiatives taken at the event to promote sustainability and transparency.

The Event Organisers Sector Supplement provides reporting guidance that is suitable for all types and sizes of events. The guidance covers the complete project life cycle of an event, from bid to planning, execution and, finally, post-event, including the issue of event legacy. The Supplement can be used to report before or after an event has taken place.

Reporting is also about sharing best practices and can enhance learning for event organisers not yet so familiar with sustainability strategy and reporting.
